They started rapping originally as the JJ Boys. Later becoming a rap trio called the Inner City Posse (also a 15 man gang all 3 founded) with Shaggy's brotherJohn "Kickjazz" Utesler. After Violent J had a dream of a Dark Carnival, they soon became the Insane Clown Posse. John Kickjazz left shortly after Carnival of Carnage was finished and was replaced by another former member of the Inner City Posse gang, Greeze E who left during production for Beverly Kills 50187.
The "running with the hatchet" man is a symbol associated with the rap artists "Insane Clown Posse" (ICP). I am no expert on ICP, I am not sure if the hatchet-man has a name, but you will be able to find reference by searching for ICP.
