Well, first you need to have spokes at the right length at hand, they may not be the same for the wheels different sides. The fastest way is to cut the old spokes out all in one go, then pull the rim tape off th get the spokes out of the rim. Once you've cleared out all the old spokes you can insert the new spokes into the hub. As soom as all spokes are in place it's time to start connecting them to their right place on the rim. This can be a bit tricky, check out www.sheldonbrown for instructions. A way slower method is to replace ths spokes one by one and interlace them as you go. It's tedious, but it gets you away from having to worry about how it's supposed to go together.

With some difficulty. If you want to move the rim from right to left you slacken the right side spoke a little and tighten the left side spoke an equal amount.

Before you do anything, go visit the links posted and read up on the process.
Generally, you can't fix a bent rim. It will need to be replaced and the wheel re-spoked. If it's only slightly out of round/bent it's usually possible to get it true again by adjusting the spoke tension. Tighten spokes where the rim is too far away, and slacken spokes where the rim is too close. Work in small steps.

Bigger changes can often be fixed by unlacing the rim, bending it flat, and then lacing it back into the wheel. Keep in mind that this might weaken the rim enough to make it unsafe to use.

If you have a spoke key or do not have one i suggest you buy one because if you find the exact spot your wheel is buckled (bent) at you can re - adjust the spokes which will eventually line up the bent part with the rest of the rim...i hope this helpes! :)

It depends how badly it is bent. If the damage is slight it could be beaten back into shape. If the distortion is so bad it would require a jig then the wheel needs changing.
