Select the weapon in your inventory, you'll see the usual options to drop or equip at the bottom of the screen, but there should also be a Recharge option. Select this, and you'll be prompted to select the filled soul gem you wish to use to recharge it.
While you are in your inventory, highlight the staff. There will be an option to recharge it, as long as you have some filled soul gems in your inventory. Press 'T' to recharge and you will be asked which gem to use.
To recharge enchanted items (such as weapons, armour, etc) you need to use Soul Gems, but only if there is a Soul trapped in the Soul Gem, otherwise it won't work. A Soul Gem with no Soul is practically useless unless you trap a Soul in it. I believe you can find Soul Gems by either buying them or finding them in treasure chests.
You need filled soul gems in your inventory. Select the sword and press 'T' to charge it, you'll be asked which gem to use on it, that will add to its charge.
You need to recharge it by trapping souls in Soul Gems, then in your inventory you select the weapon, there'll be an option to recharge it using a gem.

the mages guild halls usually have someone who can recharge your weapons. but it can be expensive. you can also find varla stones in Ayleid ruins that will recharge all the enchanted weapons in your inventory.
You use them to enchant or recharge magical items.

most enchanted items, in this case the neclace of swords, that you will find in oblivion are random loot meaning that there is no set location generally random items like that are usually found in containers in dungeons and on npc's such as bandits, marauders, necromancers, and conjurers
Sometimes. Enchanted Ruby necklaces can be bought on the G.E. (If I'm correct stores don't sell many enchanted items.) Though other enchanted stuff like an enchanted sickle are not tradeable and are quest related or self-constructed.
It is found randomly in loot or on enemies. You cannot be sure of finding it.
To kill any kind of ghost or spirit in TES 4: Oblivion, you need to either use spells, or enchanted, silver or daedric weapons.

Yes, as a matter of fact there are cheats. Several. I only ever use three, they are actually more, 'glitches' then cheats because you don't use a code for them. Go to gamespot.com and look under oblivion, cheats. The three I use are for cloning(scrolls version), permanent enchantment, and a spin off of the cloning cheat where you never have to recharge your enchanted weapon...
