Select the weapon in your inventory, you'll see the usual options to drop or equip at the bottom of the screen, but there should also be a Recharge option. Select this, and you'll be prompted to select the filled soul gem you wish to use to recharge it.

the mages guild halls usually have someone who can recharge your weapons. but it can be expensive. you can also find varla stones in Ayleid ruins that will recharge all the enchanted weapons in your inventory.

most enchanted items, in this case the neclace of swords, that you will find in oblivion are random loot meaning that there is no set location generally random items like that are usually found in containers in dungeons and on npc's such as bandits, marauders, necromancers, and conjurers
Sometimes. Enchanted Ruby necklaces can be bought on the G.E. (If I'm correct stores don't sell many enchanted items.) Though other enchanted stuff like an enchanted sickle are not tradeable and are quest related or self-constructed.
It is found randomly in loot or on enemies. You cannot be sure of finding it.

Yes, as a matter of fact there are cheats. Several. I only ever use three, they are actually more, 'glitches' then cheats because you don't use a code for them. Go to gamespot.com and look under oblivion, cheats. The three I use are for cloning(scrolls version), permanent enchantment, and a spin off of the cloning cheat where you never have to recharge your enchanted weapon...
