By default Mail inserts the picture in its actual size. A pop-up menu appears in the bottom right corner of the mail composition window when you add an image. This can be set to small, medium, large or actual size to control the size of he image in the email as some mail handlers will not accept emails which are over a certain size limit.

The picture associated with a user account is changed in the Accounts section of the System Preferences. You can drag a picture into the image well or place the mouse pointer over the image which will offer an arrow in the lower right corner. By clicking the arrow you can select from the provided pictures or select the Edit Picture... option which will offer you the choice of taking a picture with the Mac's built in camera, adding a picture from your Mac with the Choose button and scaling the size of the image.
To change the file size you can try to archive it using zip or a rar. They are designed to compress things. However the savings in size for images are limited. IrfanView is only available for the Windows operating system and will not work with Mac OS X. All image handling software can change the size of an image. The Mac's Preview application (in the Applications folder) can be used to open the image, and from the Tools menu select Adjust Size... to adjust the size of the image. If the image is in the Mac's iPhoto library you can Export from the library (from iPhoto's File menu) and change the size as required. All other image editing software will offer similar size changing options.

I have tried doing this for as long as I have had a Mac and I have yet to figure this out. But I don't think you can reverse a picture in photobooth itself. I believe the only way to do so is by using some type of editing program and mirroring the image.
