1. Open the rear doors and remove the rubber plug from the floor (it's in the center and about 2" back from the lock catch plate.
2. From the tool kit (located in the panel above the rear nearside wheel arch) use the wheel brace to lower the spare wheel and release a fair amount of slack on the cable as you will need to move it.
3. Lift the plastic cover/sleeve from the end of the cable revealing the nipple, rotate the cable through 90 degrees and slide the nipple and wire out of the wheel securing plate .
4. Remove the wheel securing plate and tether by undoing the thumbscrew.

Read the owners manual. There should be a key/tool provided to operate the spare tire holding mechanism.
theres a flat bar and a curved one. connect them and stick them through the back and theres a slot the flat tool will go into. use the curved end to spin the flat tool and it will slowly release the spare tire

The spare tire release bolt is located in the rear cargo area of the 1998 Toyota Sienna. Look for a small "U" shaped piece of loose carpet on the floor of the cargo area. The bolt should be turned counterclockwise to release the spare tire.

It is your tire pressure monitoring system or TPMS. If that light is on check your tire pressure, it will also come on if you put on your spare or take out your TPMS.
When you open you back gate you should have a round knotch on the right side and the extention that fits the jack also fits the spare tire release. Counterclockwise, and that should work. No special or spare key needed just your tools provided.
