Depends on the design, there are a couple of different ones available. If it's a quill stem there is a center bolt pointing down in the direction of the steerer tube. Loosen this one, tap it down and the stem should come right out.
This only works on bikes with threaded headsets/forks.
If your fork isn threaded, then you have what's called an aheadset. To remove those stems you first remove the top cap(usually fairly small Allen bolt), then you loosen the screws for the steerer tube clamp, after which the stem should come right out.
