If the empty cartridge case is jammed in the chamber, usually due to a dirty chamber or the laquer on a steel case causing it to stick in the chamber I've loosened the empty case by lightly"throwing" a .250 diameter BRASS rod available at the hardware store down the bore of the rifle. After two or three "throws" you can usually pull back on the bolt handle & eject the spent casing.

I've found that the cheapest method to replace my empty cartridge is to purchase a refill kit and refill my empty cartridge. I've found that these refill kits are quite effective and much cheaper that purchasing a new cartridge.
