Spray the wallpaper remover onto the decoupaged area and let it set for the recommended amount of time specified in the instructions. Use a plastic scraper to remove the decoupage. You can lightly sand the area to remove any excess.

The decoupage I am familiar with is pretty much like Elmer's glue and is water based unless sealed. See if you can dampen the surface and get the paste to soften and scrape off. Otherwise treat it like you would paint. Get a good stripping product and strip the decoupage the same way.
