There could be two reasons they won't slide off. One would be that the brake linings are adjusted up close to the drum and the ridge on the drum won't let you slide it off. In that case you need to slip a bent up wire into the adjustment hole in back of the drum and hold out the automatic adjuster and using a brake spoon at the same time back off on the adjustment wheel. This procedure takes practice and patience but it works.
The second reason could be that the drum is frozen on to the axle hub. In that case use some good penetrating oil around the hub and lug nuts then apply heat around the hub area. A few good taps with a hammer around the outside of the drum should break it loose.
