It's not a relay, it's a module, located between the fuse/relay box and the inner wing. Remove the ECU, 2 x 10mm nuts, and all the wiring and fuse/relay panel from the fusebox. Remove the fusebox, and the module is clipped to it.
It's located behind the ashtray, just remove the ashtray and the fuse box can be found, the relay plugs into the fusebox
It's behind the fuse box underneath the dash. Remove the fusebox which is held in by 2 screws and I think its the relay on the right.
Its in the fusebox at the side of the dashboard on the driver's side. it is attached to the backside of the fusebox. You can remove the lower half of the dashboard to access it esier. It is rectangular shaped like the relays under the hood.

How do you replace the windsshield wiper relay in a 2004 Ford Focus. It would appear that the relay is in the fusebox, but access to it is impossible. Looks like the fusebox may need to be removed to access.
Right hand side of drivers footwell (right hand drive car), above fusebox, third relay up, green color. Helps if you remove the dash to get at..... not joking.
