You can use common all-around cleaning products, such as Formula 409 spray solution, and other cleaning products. Then, just scrub with a paper towel, and the smell should be gone in the area after using a fan to blow away the smell from the 409 spray. This only works if the human urine has been there for a couple days or less, because usually any longer would mean that the urine is stained into the flooring, and needs a much stronger cleaning product.

It isn't. Cat urine is not fluorescent, and it does not glow in the dark. I'm not sure where this myth comes from. Cat urine is yellow, like human urine. To the naked eye, it is indistinguishable from human urine, except for the smell. Cat urine is ammonia-based (unlike human urine) so it smells of ammonia.

If it's in the carpet padding, it soaked thru to the wood flooring and it was definitely in the carpet. Pull them up and throw them away. Scrub the wood flooring, let it dry thoroughly, then put on at least 2 coats of sealer. That is the only way to get rid of the smell.
