If it's not synthetic latex, go to the store and look for a product called Goo Gone Power spray... It disolves latex paint, so I assume it will take the latex off of the carpet backing as well.

One way to do it is to using an alcohol soaked cloth to soften up the latex paint. Use a plastic scraper to get the excess paint off after it has softened, ( never a metal scraper as it will scratch the paint) and work in small areas at a time. Remove residue left with a soft cloth soaked in the alcohol. This will also remove the wax underneath but should not be strong enough to damage the topcoat.

Wash car and re wax.

This is also a trick for finding out whether a paint on a wall is latex or oil base. Alcohol will soften latex but will not effect an oil base product

It depends on how much there is. small spatters can be removed with Turtle #7 Compounding polish. Ammonia may also remove it. I have yet to see alcohol do anything to latex paint and I have been painting for 35 years.

You cannot remove the odor. The latex needs to cure. This may take years.

Instead of regular "Goof Off" use "Goof Off 2". Goof off 2 is a water based cleaner where regular goof off is solvent based. Over use of solvents or failure to properly extract them will cause "delamination" breaking down the latex backing of the carpet causing the fibers to sepparate from the backing. try "goof off or goo gone" it's either at Home Depot, Lowes or a craft store like Michaels Denatured alcohol.
