You should just have to pull on it.
unscrew the handle and slide it out, unscrew the two screws behind it, rip off the bottom panel and pop off the two clips/holders on the mirror adjuster on the inside, then you need a window roll up clip remover to remove the clip on the window roll up handle, then unscrew the lock pusher by the window and rip that panel off
There is a tool that you can use to knock-off the retainer clip. Any auto store should have it.
You can manually roll up a power window by pulling on it. You can also remove the door panel and pull the window up.
How do you remove the manual window cranThere should be an Allen type set-screw in the base of the handle. It will be recessed, and you'll have to turn the crank to access it more easily. Remove the setscrew, and the handle slips off of the stud. If the window is down, and it begins to rain, you can roll the window up by holding it onto the stud, and turning, or you can use a small pair of vise grips. Just try not to damage the teeth on the stud.
Remove the handle, it may just be the handle itself. There is a horse shoe shaped clip on the back of the handle. The top of the loop should be pointing away from the grip knob. There is a tool made to remove this clip or you can fashion a hook from a stiff piece of wire or a nail and hook the clip and pull it off. Be careful not to loose it.You should be able to see if the splines on the handle or the window regulator are striped. The handle is easy. The regulator is a little more involved.If you can pull up on the window while turning the crank and the window still will not move then it is probably just the handle.
Unscrew all the screws (look on the door handle and all over to get allthe screws) Roll down the window lift the door off
It takes a special tool. Not expensive at the parts sttore.edit by jwko - My gosh, it takes no special tools. Roll the window up and remove inside door panel. Be careful if you have any pwr windows/locks/mirror switches. You should be able to pop those out first and remove wiring harness. When you remove the inside door panel you sould be able to see how to easily remove the door handle assembly.
Remove the inside door panel of your 1999 Mercury cougar. The entire window mechanism will be visible. Remove the wiring harness from the window motor. Remove the window motor linkage. Remove the window motor retaining bolts. Reverse the process to install your new window motor.

The front passenger window fell off the tracks. I did have it repaired by the shop but later received a recall notice and was refunded my service costs. While this information may not answer your direct question--just maybe, if your car was included in the recall--you could have it repaired with no cost. I have a 1995 Jetta and I found the already posted answers to the above question helped me out with my problem: How do you get the window handle off from a door side panel that has manual roll up windows? The answer is that the window handle pops off by sliding the ring at the base of the window winder(handle). The mechanism is ingenious. It took a bit of finger strength, but no tools required. So don't do what I did at first, which was to try and pry the window winder off with a couple screwdrivers. I nearly broke the handle off. I was surprised at how easy the procedure was once I knew what to do.

you can by pass the switch, get wiring diagram and figuare out wich wires are for window motor you need rolled up, then remove switch and put power to wire that will make motor roll window up
remove door panel and roll up window at the center of the door are two screws that dold the window to the motor remove them and carefully lower the window motor put window on track roll up motor and replace screws also check surrounding track screws and adjusment then replace door panel
