If the shears can be unbolted and taken apart, then do this first. Use WD40, vinger, or a rust removal product from a hardware store. Use a gentle fine wire wool or brush to remove the surface layer. The metal underneath will still probably be discoloured, but you may have to live with that. If you are keen you may use a flat file to to sharpen the cutting edges or remove any dents or burrs. Prevention is far better than cure though, so after pruning, clean your pruners with a suitable lube and store them in a dry place.
