Kick it really hard!
In a 2000 Lincoln LS : In the fuse panel in the front passenger footwell , behind a cover on the kick panel ( # 32 is a 20 amp fuse for the cigarette lighter )
Using a screwdriver, remove the screws from the panel, remove the clips from the panel, and pull the panel away gently. Remove any wiring connectors, and remove the panel from the frame.
I believe it is in the right front passenger footwell , by the kick panel , on a 2000 Lincoln Navigator
They are the two interior trim panels just in front of the front doors in the driver and front passenger footwells

If you are thinking of a fuel shut off switch like what the Town Cars and Crown Vics have, the LS doesn't have one. ========================================================= On a 2000 Lincoln LS : The fuel pump shut off switch ( inertia switch ) is in the DRIVERS footwell behind the kick panel . There is an access hole through the panel * the kick panel is the interior trim panel , in front of the front door , beside the drivers left foot
remove the trim piece from inside the armrest, remove the 2 screws. Remove the red light at the end of the door panel (it prys out) remove the screw in there. Then remove the screw that is inside the air duct (towards the front of the car) Then lift the entire door panel UP and carefully remove it, make sure not to break the "legs" off the panel as the panel wont fit tightly back on if you do. Then disconnect the wires and its free.
