They are generally ingrown hairs or marks from previous ingrown hairs. Try what I did:
1. Exfolliate my legs every day with a face scrub with a loofah or stiff brush in small circles (I use St Ives Apricot scrub)
2. Moisturize with an alpha hydroxy lotion (I use Alpha Hydrox AHA Enhanced Lotion)
3. About a week later spend a whole weekend inspecting each bump and removing ingrown hairs with sterilized needle and a good pair of tweezers
Now I put warm compresses on my legs before I wax to help prevent the hair bumps from coming back.
