There is either a hairpin clip, retainer that you have to squeeze to release, or that holds everything in place on the pin that runs through the brake pushrod and spotlight switch. Look all the way to the right of the brake pedal arm for the clip it might also be mounted all the way to the left of brake pedal arm instead.
