Open the tailgate. Notice the two small Phillip head screws along side the taillight assembly area. Remove the two screws and you can wiggle the taillight assembly out so you can change the bulbs.
Take a small screwdriver, gently pry the cover off. Slight downward pressure will remove the old bulb.
the cover does not come off, you must remove the entire light assembly and remove the bulb from the back side

If you can't access the bulbs take the light assy off and turn the bulbs counterclockwise to remove them
Remove the wiring harness from the high mount brake light. Remove the retaining screws. Reverse the process to install the new high mount brake light.
Remove the screws that hold the covers in place. Replace bulbs!
I just replaced the license plate light bulb on my '95 Blazer. The best way to change it is by laying down on your back looking up at your rear bumper. On the underside of the bumper, just in front of the license plate, you will find two screws holding up the light assembly. Remove those screws and gently pull down the light assembly a couple of inches so you can work with it. You will find that the light is in a plastic cover socket. Turn the light cover while holding on to the base to remove cover. Once removed, you will see a light bulb. Just pull out the old bulb and pop in a new one. Replace the plastic cover and screw the assembly back in the way you found it.
You can if you want to but the vehicle won't pass emissions and the check engine light will remain on.

You can remove the dome light, in your 2000 Chevy Tahoe, by inserting a small screwdriver into the locking slot. Gently pry downward with the screwdriver.
