If you have deleted the Recycle Bin on your desktop, you can restore it by doing the following:
Right-click anywhere on the desktop
A menu will open
Choose "Personalize"
A window will open
Click "Change desktop icons" under "Tasks" in the upper-left corner
Another window will open
Check the box next to "Recycle Bin"
Click "OK"
Now you should have the Recycle Bin on your desktop again.
If you hid all desktop icons, thus hiding Recycle Bin, you can unhide them by doing the following:
Right-click anywhere on the desktop
A menu will open
Hover over "View"
The menu will extend
Click "Show Desktop Icons"
The desktop icons (or just the Recycle Bin if that's all you had) will appear.

If you delete a file from your computer, it goes straight into the recycle bin. Some people think that once it has been sent to the recycle bin, it has been terminated but it just stays in the recycle bin and if you want to get that file back then you can get it by restoring it from the recycle bin. If you want to delete it permanently, delete it from the recycle bin.
The Recycle bin protect your files from accidental deletion by when you delete a file it get stored in the recycle bin until your clear it from the recycle bin. This helps you to recover from the recycle bin just in case you delete it zonda2323
We cannot delete Recycle Bin.

In short no. but the longer answer is well, longer. when a file is deleted from explorer, it is sent to the recycle bin. when you delete it from the recycle bin, it is gone forever. the recycle bin is like an "are you sure" thingy.
