The shift cable usually doesn't break. The bushings on the shifter inside the cabin have been known to break, or the clips that hold the cable to the tranny fall off allowing the cable to come off the tranny. I would check these points first before replacing the cable.
There are a couple of reasons why a 1993 Mercury Villager is hard to shift. One reason could be a gear shift cable. Another reason could be low transmission fluid.
Replace it with a new one, there is no repairing it.
If it's a stock transmission, the shift linkage is mechanical.
Have you kept up on the filter and fluid changes? Is the fluid low?

Shorten the kickdown cable to make the transmission kick down into a lower gear sooner. Lengthen the cable to make the transmission shift down later or at a lower power setting.

The 1993 Saturn 1.9 is not an interferance engine, and has a chain, not a belt.
There is a problem with the electronically controlled transmission. You need to seek out a professional and have this diagnosed and repaired before more damage is done. Not a DIY repair unless you are a transmission expert.
