The best would be to replace the whole frame with an aluminium frame, may be expensive but the frame will most probably outlive the building!!!!

Then, put the window in the opening and center the bottom and put one or two screws on the bottom. then have someone hold the window while you put the slider of the window in and then just pry the frame to make the opening of the slider and the frame look even on top and bottom and then put a screw in the top middle. You will need to close the window so that you can only see an eighth of an inch and then move the middle to make it look good and there you go, you have installed a window.
