Need to clarify what you are asking. The Horn Relay is inside the relay/fuse box behind the battery. The Horn Switch is located in the air bag in front of the steering wheel. You must replace the air bag module to replace the Horn Switch. The Horn switch grounds the relay which then powers the horns.
Remove the air bag fuse and disconnect the yellow cable at the base of the steering column.
Start by disconnecting the battery.

NEVER attempt to repair air bags. They are dangerous and can KILL YOU. Replace them and have them certified by the manufacturer(dealer). If it is a switch, take it to a dealer to repair. I have to add,,,,if you do attempt to repair the switch and power is applied and the air bags blow, you CANNOT DRIVE THE CAR.
maybe because the air bag is turned off, the switch is inside passanger door and you use ignition key to turn back on, also tells you this in your manual! also if you have a coupe xsara under the drivers seat there is a cable just close them together and that should take the air bag light off.

FIRST!!!!!!!!!!!!!Disconnect the neg battery cable from the battery. Then wait a few minutes before disconnecting the air bag connection.
the air bag needs to be removed in order to have access to the screws holding down the switch.
i beleve the horn botton is part of the air bag assembly so you need to replace the whole air bag
You will need to replace the turn signal/ dimmer switch as an assembly.Thru a dealer the parts are over $300.00. I buy salvage yard units for $75.00. You will need to disable the air bag, drop the column, pull the wheel. I suggest you obtain a HAYNES repair manual or a similar repair manual to properly disable the air bag. I hope this helps you.
