try this. while holding pressure on the key towards start, turn the wheel to the left and then to the right in short motions but as far as you can. if the steering column is locked then the key wont turn because of pressure being put against the locking cam. if this does not work then you are probably going to have to replace the ignition.

In most cases you will need to replace the turn signal switch on the steering wheel for your 1983 Chevy Caprice Classic rather than fixing it. To replace it, remove the horn pad and then use a steering wheel puller and compressor to remove the steering column. You will then remove the signal along with the wiring harness and bus fuses. Replace the signal and wiring and then replace the steering column itself.

If your steering wheel is off center, it is a very simple process to fix. Sometimes when a wheel alignment get's done..the shop doesn't re-center the wheel. To fix this, there is a single screw on the back side of the wheel that needs to be removed. This will loosen the center cap which then simply clips off. with that off, using the proper socket tool, remove the nut. Of course prior to doing all this, make sure you care is parked perfectly straight. You can then remove the steering wheel, give it a small rotate in either direction and reseat it. Then reverse all you steps and you're good to go.
