A dealer can look up the ignition codes to make a key if one needs to be replaced on a 1992 Olds 98. A locksmith can also help but the ignition cylinder has to be removed.

er, there SHOULD be a key...separate from the ignition key...
the ignition switch is bad. you have to replace the ignition switch and you will have to have a new key made with it. i just replaced it in my 1992 seville. that will solve your problem.

My 92 has a safety feature where you have to turn the key to the off position, and then you must push the key in and turn one more time in order to release the key.
