If it's the same as my 1990 Skylark, the oil filter is located up inside of the oil pan. There should be a circular plate with a large nut in the middle of the bottom of the oil pan. Remove it (after removing the oil plug and draining the oil). When you remove the plate, some oil will run out, so make sure you are prepared. You will see the bottom of the filter. It has a little nipple in the middle of it which you are supposed to be able to grab with a pair of pliers and pull down to remove the filter. I have never been able to do it that way. What I do is take a flat blade screw driver, gently wedge it up beside the filter, and then gently work the filter down and out of the oil pan. You may have to work on both sides of the filter to get it free. The filter will work it's way down and then suddenly come loose...so be ready! Hope this helps.

You can find the 1991 Buick Skylark radiator drain plug on the bottom of the radiator. The radiator drain plug will be in the center of the radiator bottom.
