The fan motor on W124 E-Class cars is located underneath the windshield wiper motor. You need to remove the windshield wiper assy., and then you can access the fan box. The top cover is secured w/small latches. If the fan fuse is not blown, and the fan does not work, it may be the blower regulator, which is located underneath the fan assy. The regulator is a small piece permanantly fastened to a giant heat sink. Its a two hour job to replace. Best price for a new regulator and/or fan is www.autohausaz.com.

i am working on the same problem at my 230 ce 1990 right now (w124). the first thing you have to check is the blower motor, and when you have got that out of the car, you see a panel, straight trough that panel there is a resistor, if thats not burned, you can check any wires going in and away from the resistor. in my case it is the panel to the heater that is broken. Good luck! :) (my english is not the best because im Norwegian)
