1. Remove the lock cylinder with key.
2. Pinch open the plastic retainer collar that connects the guide tube to the winch, and slide the tube out of the way.
3. Remove the 5/8" mounting bolt that holds the winch to the body. I needed a breaker bar to get mine loose.

Should re-mount easily - don't know, I haven't tried re-assembling yet!
usually the spare tire is either under the rear of the vehicle (held up by a metal cable that is lowered by a small hole where the rod for the jack is inserted and rotated) or inside the vehicle in the rear left corner.
Above the spare tire.
To repair a spare tire winch on a Chevrolet Tahoe, first, lower the spare tire to access the winch mechanism. Inspect the winch for any damage, such as rust or broken components, and clean it if necessary. If the cable is frayed or the mechanism is jammed, you may need to replace the winch assembly. Reassemble everything carefully, ensuring the winch functions smoothly before securing the spare tire back in place.
It's a piece of sh it and won't come off
To remove the spare tire from a 2011 Chevy Tahoe, first, locate the spare tire winch access cover, usually found on the rear cargo floor. Remove the cover and insert the tire tool (found in the vehicle's tool kit) into the winch mechanism. Turn the tool counterclockwise to lower the spare tire from its storage position under the vehicle. Once it’s lowered, you can pull the tire out and detach it from the winch.
I would go to a professional. If you have spare time and money that is.
Under the rear of the vehicle
The spare tire is in the rear, under the vehicle. You must use the tool provided to lower the tire. The tool enters through the rear bumper behind the square 2 inch by 2 inch plastic cover.

Replace the hoist assembly with a good used one from a parts cars in a wrecking yard.
Continue to lower the cable until you have enough slack in the cable to wiggle the holding bracket out of the spare.
