This depends on the type and degree of illegality. It might be as simple as calling your local police department or Crimestoppers unit, or it might be that you don't want to mess with it because it has a blind eye turned to it or that you might be opening yourself up to physical or other danger. Best to sound it out with a friend or parent/elder before jumping in.
