"Reset" can mean "restart" or "reset to manufacturer settings". To restart you can use the Alt+Ctl+Del method, by holding down the first 2 keys then pressing Del - this safely shuts down the computer. Then, after it has shut off, hit the power button. This is the recommended way to resolve a hang in a program.
To reset to manufacture's settings, you can try to repair the software by inserting the Disk and following the onscreen instructions.
To wipe the harddrive completely (after saving personal files to another harddrive), you can re-format the drive (take it back to zeros) and then reload Windows and all programs.
