Very good question. Very hard to answer. It depends on the condition of the concrete, the soil condition, the type of surface that is desired and issues about control joints.

If you want to place new concrete on top of the existing concrete I recommend you scarify the existing surface. A scarifier can be rented from contractors equipment places and is sometimes referred to as a Star Scarifier, This roughens up the surface for bonding and other purposes similar to the Profilers uses on street resurfacing. Also it is a good idea to use a bonding agent prior to placing concrete. The new concrete needs to be reasonably thick and there are additives that can be used. I dont recommend this approach however it is relatively inexpensive.

I think you should research products from White Cap and Sika and consult with their specialists. There are many ways to approach resurfacing. If it is a relatively small area with lots of cracks and root uplifting you assuredly will need to replace it. If the cracks are small or you can repair certain areas by removing the bad concrete then there are new products from Germany that are fantastic. Send me an e mail and Ill educate you.
