To drain the moat, go downstairs to the basement. Go down the little steps, around the corner, and through the door. Look to your right, and go in the first door you see. Swim down then up through the water. Get on top of the blocks and ground pound. The water will start to drain.
To drain the moat, first unlock the basement by completing 'Bowser in the Dark World'. Then, go throgh on of the plain 'no-star symbol' doors in the lobby (either will do). Go down the steep stairs, through the door, then through the passageway ahead of you and through the next door. You are now in a dimly lit set of chambers. Search for another completely plain door. Head through that, and you will now see a pool pf water. Swim through it, and then when you come out you will see two pillars just above the water level in another small pool. Ground-pound on both of them, and the water in both pools drains almost completely. Go through a door that you can now see in the second pool, and you are now out in the moat, which is completely empty. Hope that wasn't too complicated...

Buttstomp two pillars in the basement of the castle. They can be found behind one of the doors in the basement Adding on: If you can't find them you go to the underwater passage and stomp the giant platforms. :)
