It depends on the context. Both 'tala' and 'prata' can mean 'talk' in different situations.
'Prata' is used more often and 'tala' leans slightly more to 'speak' as 'a speech' is 'ett tal'.
When in doubt use 'prata'.
It may sound confusing that the same word can be translated in two different ways but if you look at the following sentence:
Hon pratade i två timmar i telefonen.
She spoke for two hours on the telephone.
or
She talked for two hours on the telephone.
Both kinda mean the same thing.
