I think you are asking about an answer to the question, "What time is it?"
If it is one o'clock you would say, "Es la una," so the two words "es la" go before the number. These words mean "[it] is the" with "it" being understood without being said.
If it is 2, 3, or 4 o'clock you would say, "Son las " plus the number. "Son las" means [They] are the." In other words, "Son las dos"--"They are the two" means two hours have passed since12:00.
