It depends firstly on who you are talking with, since German has both an informal and formal you form. To be on the safe side, use the formal

Hallo. Sprechen Sie Englisch?

Or you can start with Guten Tag (Good Day)

Well, for starters, there is no language that it is unique to Austria, therefore they speak German. In German, you say 'Hallo. Guten morgen' which is formal to say hi and good morning. To say goodbye, you say 'Auf Wiedersehen' which is also formal.

Informal ways to say hello are servus or hi.
