Depends heavily on the context. When asked between two people who like each other, it generally refers to beginning a casual dating relationship. However, when taken literally (which it often isn't), somebody is asking somebody else to go out of an area and into another with them.

If you are asking if they want to be your girlfriend/boyfriend they you would say "Quieres ser mi novio/a"

If you are asking if they will go out (like to movie or something): Saldrás conmigo?
