You can do this with a sieve.
Simply pour the mixture into a sieve, the water will drain through the tiny holes, whereas the rice will stay in the sieve because it is too large to go through the tiny holes.
Two simple ways are 1) filter the mixture, or 2) centrifuge the mixture.
