it might help to further define what you mean by slow down.
Sound consists of a single amplitude for each point in time. a wave like /\/\/\
You may or may not know that, but if you slow it down to 1/2 of its speed, the sound lowers itself one octave.
If you lower speed of songs or speech by very much, they become too low in frequency to understand.
ON the other hand, you may be saying slow down the audio on a movie, which is a very different question, and would depend upon the player being used - many have the ability to "delay" or "advance" the sound by increments to align it with the video so people's mouths work in synchronization with the sound.
BUT ANYWAY, what I do to change the speed of things is use a program in Windows like GoldWave. There are others.
It allows just about any form of manipulation of sound, from volume, to special effects, fade in, fade out, and changing.
I just did an experiment for you in Goldwave.
I took 25 seconds of speech.
I changed its SPEED to 60%.
It was very difficult to understand, like a bass voice talking through a tube or hose.
I THEN used the pitch function to increase the PITCH back up to normal.
When I was done, the voice sounded quite similar, but more mechanical (due to the processing) and was s-p-e-a-k-i-n-g---v-e-r-y---s-l-o-w-l-y. So that worked!
If you ask the question again please truly define what kind of sound, and what you hope to achieve by slowing it down. If it is say a foreign language, and it is going too fast for you to laboriously understand, the trick I did above of slowing it then increasing the pitch should preserve pretty much of the proper sound while slowing it down appreciably!
