"Wafting" is the method for detecting the odor of chemicals safely. It is taking a palm of the hand and circling it rapidly over the substance. A lower concentration of vapors should be inhaled.

There is a technique that isn't overly refined yet called olfactory (rarely but sometimes used in conjunction with mass spectrometry etc).

There is also an item called the Drager tube which will sense the level of a specific chemical in an air sample.

Wave your hand over the beaker or whatever container it is in, wafting the scent to your nose, so that it is not too concentrated, and any effects are not too strong.

There are no safety procedures for smelling a chemical. That is something you should never intentionally do unless you already know what the chemical is and that it is not hazardous.
