How do you solve puzzle 14 on virtual vilagers4?

Requirements:20 people(everybody will work but the babies that nursing mothers have don't count)

Boil fresh water and add 3 sweet-smelling flowers(above lab). Drop 20 villagers on the stew once it's finished. They will carry bowls of yellow goo to the tree. After the last person "honors the tree" the puzzle will be complete.

Note:If this doesn't work try again. Level 3 Dendrology is not needed.
