You can't speed up (or slow down) video on Windows Live Movie Maker.
That option is only available on the 2.6 version of the program unfortunately. Windows Live Movie Maker is a stripped-down version of 2.6 and is extremely limited in features and function.

You can't dictate/edit frame speed in Windows Movie Maker. There is a Speed up double and Slow down half effect that you can use, but the timing is pre-set. Just remember... Windows Movie Maker is a very basic video editing software application that is limited in features and functionality.
I think sony vegas pro is best but you can try windows movie maker also. It has easy interface.

well if you wish to slow a video down, add it to windows live movie maker, then click the edit tab that appears when you click on the video. then just reduce the speed to .5, .25, or .125
