A numeral can usually be made clearly plural with an S (2s, 3s), although traditionally using an apostrophe for letters and numerals was one of the few exceptions to the rule that apostrophes are not used for plurals.

Examples:

There are three 2s and two As in the product number.

(three 2's is no more clear, but A's looks less like "As")

He was born in the 1960s. He died in the 80s.

(just as clear as 1960's, but using '80s shows it was a decade, not an age)
