First, you need to define what is meant by 'evil'. To most people, an evil person is someone who willingly and casually carries out the most serious of crimes.

Then, you need to understand why people become 'evil'. It could be the result of specific mental illnesses, where the person has no feelings of remorse or compassion, or where the person feels personally threatened by strangers. Or it could be that childhood role models, such as parents, were evil, so that the person accepts serious crime as a normal way of life. An extension of this is that some people who were sexually abused as children, often by near relatives or those who are most trusted in society, themselves become child molestors as adults.

If a person is potentially 'evil' because of mental illness, then the appropriate course of action is obviously to ensure that the person receives medical attention before harm is caused. If left alone to offend, society may have no choice but to incarcerate the person, even though the offences may have been involuntary.

For the great bulk of society, the appropriate course of action is to try to ensure a loving and happy childhood for all, free from abuse and criminal examples. Children should be given positive examples for behaviour and encouraged to think of the needs of others.
