Well it depends.. has the laptop been dropped recently? could be a motherboard issue. Also try opening the laptop and make sure the keyboard is connected to the motherboard.Most likely it could be a keyboard gone bad in the hardware department which you would have to replace it.
You can stop scrolling with arrows by using the wheel on your mouse. The wheel is in between the right and left buttons on your mouse. If you don't have this kind of mouse you can get one for under $20. Another way to scroll without using arrows is by using the touch pad on your keyboard or by bringing up an on screen keyboard.
