One must take the to-be mailed item to a post-office for its weight - it is the weight of an item that will determine the postage (or the amount of stamps to be placed).
What does one do, if they have a scale and wishes to avoid going to the post office?
your post office will weigh the letter and tell you the exact amount, they will then sell you the appropriate stamps, put them on your letter and mail it.
