the "elegant parrot" (Neophema elegans) is an Australian species of parrot. It is called in French "une perruche élégante" (perruche being the name of budgies in French).
The noun perruche is feminine.
For male birds you say "une perruche male", for female ones "une perruche femelle", and simply "une perruche" when the gender is not the relevant topic.
You don't call a male elegant parrot "un perroquet" which is a larger, different species of bird.
