I am a professional piercer and as long as the piercer is comfortable with piercing a tongue that short, then it IS ok. I have pierced many tongues that could not extend past the teeth or lip. They have healed up fine as well, and no signs of rejection occurred, though the likelihood of rejection raises significantly the closer to the tip of the tongue you are.
You have to be 18 years of age or have a legal parent/guardian sign a form saying you are allowed if you are underage. Than there is a vein in your tongue that if pierced it will not stop bleeding and will cause death in most or all cases I am unsure of that. So they have a waver that must be signed saying that if that vein is hit and you die, they are free from all liability of it. And that would be pretty much it. Hope this helped.
You're only ever un-able to get your tongue pierced if you have an abnormal tongue webbing. If you webbing is minimal and doesn't stop right under your tip, instead of at the bas of your tongue, you'll be fine to get your tongue pierced.
A professional piercer will bethe only person who can tell you. S/He would have to look at the bottom of your tongue at the placement of your veins! Even with a professional piercer looks at your tongue, there is always a chance of piercing a vein. Make sure it is something you really want before going through with it!

when you get your tongue piecered it can stay swollen from like 1 week yo 2 weeks if its longer than that i advise you to go back ice will be your bestfreind and also help with the swelling. i got mines periced yesterday been on thice ervy since and it doesnt even bother me .
It is possible but only if you dont clean the piercing. If you clean the piercing then it is a very slim chance.

Well you have a hole in your tongue, so naturally a little bleeding the day after is not unusual. Just follow your after care and all should be fine, if the bleeding becomes heavy get in to your local hospital emergency room asap.
down the center of you're tongue, there is a major artery that splits into hundreds of capillaries. The needle going through a capillary is not going to hurt anything, but if the piercing goes too far back on your tongue you can split the artery open, causing blood to spill out rather than feed the cells in the end of your tongue. Let a professional do it.
