The system should have an automatic belt tensioner. If the belt is loose the tensioner must be shot. The tensioner is available from your local auto parts store.
No you can not, It is kept tight by a spring loaded belt tensioner with a smooth pulley on it. Probley needs a belt tensioner on it.

I have put the new automatic tentioner on but, I can't seem to get the belt tight and keep the tentioner in its proper grooves.
To get the belt off, you have to put a breaker bar into the square hole in the tensioner, and either pull up or down. The tensioner spring is what tighten's the belt. It is just three bolts then to get the tensioner off.
If it is a serpentine belt you replace the tensioner pulley
remove skid plat ,then find ac belt tensioner,loosen lock bolt in center,then tighten long bolt until belt has right tension onit ,then tighten lock nut.
there is no way to tighten your belt it has an automatic belt tensioner if it is making noise it may be the tensioner or the belt also check to see if it routed correctly

Put the serpentine belt on to the pulleys of your 1994 Chevy engine. Tighten a serpentine belt with the tensioner pulley.
