There are several steps involved. The following is the list of what should be done....BY A PROFESSIONAL. There are licenses for a reason so you should not try this at home. Oil burners emit fire and therefore cause then as well.
The Oil Heat Professional SHOULD:
1. Replace the burner nozzle with the correct size.
2. Clean the electrodes and replace them if they are worn.
3. Clean the soot from the combustion area. (With a special vaccuum)
4. Put in a new oil filter on the tank.
5. Adjust the fuel/air mixture for optimum burn.
6. Take a combustion reading for temerature, and CO2 for overall efficiency and safety.
You should calculate the efficiency using a combusion meter or calculate it via the flue gas temperature.
A high-end professional clean/tune up should also include a CO2 check and a pressure check of the oil flow to the burner.
Price range is $150 to $250 if the "optional" steps are done or not. Note a service contract cleaning generally includes 1-5, except may not including new electrodes.
There are videos for DIYers, but it's a messy job, and should be done correctly to ensure a safe, clean system. Probably best left to a professional HVAC tech.
