I'm not sure about PS3 and XBOX360 but I know on PC you may turn it off by going to the options in-game, clicking game options and turning "show blood" off.
additionally by opening console via the ` key you may type set cg_showblood "0".
As for console I think it asks you on you're first boot up "would you like to enable adult content .e.c.t" and if you click no blood will not be enabled.

No you are not able to turn off the blood. In some countries there is a censored version where there is almost no blood and when a pipe bomb goes off the zombies just disappear.

You cannot on the PS3 but it is possible on the PC. There is an option for Blood Decals on the Options menu which lowers the amount of blood on the weapon or ground.
Blood can be enabled or disabled on Splintercell Conviction by using the steps below: 1. Start or continue a game 2. Pause the game 3. Select Options 4. Select General. You will see the option and be able to turn off the blood.
