Most Nokia Phones have the power button at the top; try pushing it or holding it in for a couple of seconds. If that doesn't work, then the battery may be dead or the phone itself may be broken; or your cellphone may be locked, requiring you to unlock and then turn it off.
A few Nokia models require you to press the "C" key for a couple of seconds to start them. Others require you to push and hold a red button on the side.
The light was not meant to be turned on. It was only to be used for camera flashes. This is because the light was too bright and when turned on for too long, can overheat the bulb. However, if you really want to use it as a flashlight, there is an application called 'NiceLight' to activate the light, though its dimmer (to protect the bulb).
